I finished all (i think) things from GAOSP Configuration 3, so this is public BETA now.

Note: if swappiness do not work u’r be to quick download rc file from Google code and try again
Installation:
1) copy rc file from zip to /system/bin/
adb shell remountrw
adb push rc /system/bin
adb shell chmod 777 /system/bin/rc
2) install application (you need to uninstall previous app) – no need to be system app
